The City of Tacoma is updating its impact fee program. Impact fees are one-time charges for new developments that cover the costs of infrastructure improvements needed to accommodate population growth. The City is preparing to engage community members in the development of its program, and reached out seeking support with creative methods to communicate the public benefits of impact fees.

Using a prepared script, I developed a storyboard and animated video using Illustrator and After Effects. I led the full production of the video, from initial script refinement to animation, editing, and compiling with audio and voiceover.
